Its usually a good idea to thoroughly test such a deep underwater vehicle. Plus, having an emergency rescue sub stationed on the surface. That way, it could have started to rescue the sub shortly after communications were lost.

As long as the Titan sub wasn't crushed, a tow truck like sub could have pulled it up. Unfortunately, they didn't see any reason to have a support sub ready, just incase anything went wrong.
